Ways out of Choucha - Struggles in an isolated refugee camp in Tunisia (Activist from Choucha)

Wege aus der Isolation - Kämpfe in und um das Flüchtlingslager Choucha in Tunesien

Seit 2011 existiert im Süden Tunesiens das Flüchtlingslager Choucha. Der UNHCR empfing dort Menschen, die vor dem Krieg in Libyen flohen und führte das Refugee Status Determination Verfahren durch, welches anerkannten Flüchtlingen erlaubte, am Resettlement Verfahren teilzunehmen und in einen Drittstaat auszureisen. Die Abgelehnten hingegen wurden gezwungen, das Camp zu verlassen, um entweder nach Libyen oder in ihre Herkunftsländer zurückzukehren. Seit Mai 2011 gab es Protestbewegungen, ausgehend von unzufriedenen Campbewohner_innen, die weder ihre Isolation noch die Entscheidungen und Verwaltungpolitiken des UNHCR hinnehmen wollten. Protestierende verließen das Camp, zogen vor das UNHCR Büro in Tunis und nahmen am Weltsozialforum teil. Der WS wird sich mit dem Flüchtlingslager, seiner Geschichte und dem UNHCR beschäftigen. Ein Fokus wird auf der Integration des Camps in migrationspolit. Externalisierungsstrategien der EU und auf lokalem und transnationalem Widerstand dagegen liegen.

Since 2011 the refugee camp Choucha exists in the south of Tunisia. UNHCR received Refugees fleeing the war in Libya and organised Refugee Status Determination which decides over the fate of the persons in question. Recognised refugees would get the chance of Resettlement to a third country, while non-recognised refugees would be forced to leave the camp, either to their home countries or to Libya. Refugee Activists started protesting against their isolation and the slow administrative procedures in May 2011, which was followed by an attack on the camp lead by locals that resulted in several deaths and the destruction of big parts of the camp. Nevertheless resistance, not only focussing on the feeling of being forgotten in the middle of the desert, but also against UNHCR decisions and administration went on. Protesting refugees found their way out of the camp, protesting in Tunis in front of EU and UNHCR offices and participating in the World Social Forum in 2012. The workshop will talk about Choucha refugee camp, its history and UNHCRs policies, it will focus on how the camp is integrated in EU migration related externalisation strategies and on the local and transnational resistance against it.
